Planning Energy Statements

The Energy Statement can be the difference between a successful or unsuccessful planning application.

An Energy Statement is often required by the Local Planning Authority (LPA) to demonstrate how a development will meet their local energy and sustainability policy.

Specific local targets will often apply to energy demand, CO2 emissions and the provision of renewable technologies.

The LPA requirement can be more demanding than the standards required by Part L 2021 of the Building Regulations. A typical example might be:

“New dwellings must achieve a reduction in carbon emissions of at least 20 per cent below the relevant Target Emission Rate(TER) set out in Part L 2021 of the Building Regulations. This should be achieved through the provision of appropriate renewable and low carbon energy technologies in the locality of the development and improvements to the energy performance of the building.”

Currently, the most demanding of these LPA targets is The London Plan applying to the 33 planning authorities within its jurisdiction. In brief it requires:

“…a flat carbon dioxide(CO2) emissions improvement target beyond Part L1A 2013, of 35% to residential developments.”

A typical Energy Statement would be expected to:

• Show baseline ‘standard’ case CO2 emissions & energy costs
• Demonstrate improvements to fabric efficiency, beyond Building Regulation Standards
• Highlight improvements to HVAC and lighting efficiency beyond Building Regulation Standards
• Evidence of how the development will meet CO2 reductions with renewable technology
• Address how the development will make use of local heat networks – if available
